I've been driving our family car, a Toyota Yaris 2008 model for 7 years now. This post highlights all my ordeals regarding drivers license renewal to authorized mall branches and license renewal centers in Manila. Although today, it is so much easier to do registration of vehicle and renew driver's license here in the Philippines, many drivers still encounter so much corruption in the agency. With respect to the vehicle I drive today which is a Toyota Avanza, I do my own application for car registration renewal and sticker so I am personally telling here all my transactions and experience on this page as well. I will also share all my personal experiences when I was just starting to learn how to drive. This starts from applying for a student permit to drug testing, eye testing and other necessary procedures for the application. LTO Ph Student Permit System and Requirements

In order to be able to apply for the student permit, there are certain requirements that must be met. These are pre-qualifying terms that are unalterable and must not be mislead or taken for granted by the interested applicant. We have listed the criteria below to inform student driver and for information purposes to interested parties.

There are 2 types of applicants, namely a Filipino or a foreigner student driver looking to acquire a valid driver's license at any authorized branches or LTO office. Since it is pre-requisite to all new applicants, therefore, it is a must to apply for this.

Please note that there are no Saturday office even in Manila, Megamall or any other renewal centers in the Philippines. For international license and car registration and plate inquiries, please go straight to the nearest branch to avoid getting scammed by fixers. Generally speaking, the list below are as follows:

A. Student Permit for Filipinos

Qualifications:
1. Must be at least sixteen (16) years old.
2. Must be physically and mentally fit to operate a motor vehicle.
3. Must be able to read and write in Filipino or English.

Requirements:

1. Original with photocopy of birth certificate.
In the absence thereof, any of the following:
a. Joint affidavit of two (2) disinterested persons who know the applicant and who can attest to his/her age and identity accompanied by non-availability of record from NSO or local civil registry office.
b. Any legal document to prove his age and identity such as GSIS, SSS, Passport or any government issued identification card.
2. For applicants below 18 years old, require parent’s or guardian’s written consent with photo copy of ID Card to prove his/her identity. If not accompanied by parent/guardian, the written consent must be duly notarized.
3. Taxpayer’s Identification Number (TIN) if employed
4. Duly accomplished Application for Driver’s License (ADL)[Download this form here].

B. Student Permit for Foreigners

Qualifications:

1. Must be at least sixteen (16) years old.
2. Must know how to read and write in English or Filipino.
3. Must have arrived in the Philippines for at least one (1) month prior to the date of application with LTO and can show evidence from BID/DFA that he will stay in the country for at least five (5) months from the date of application.

Requirements:

1. Original and photocopy of passport with visa duration of at least five (5) months from date of application and any of the following:
a. Valid Alien Certificate of Registration (ACR).
b. If born in the Philippines, original and photocopy of birth certificate.
c. If student, original and photocopy of school ID.
2. For applicant below 18 years old, require parent’s or guardian’s written consent with photocopy of ID card to prove his/her identity. If not accompanied by parent/guardian, the written consent must be duly notarized.

How to Apply Step by Step Procedures for Filipino and Foreigner Applicants

Procedures for Applicants:

1. Proceed to the Customer Service Counter to get your checklist of requirements and secure a Driver’s License Application Form. (This form is available for download at the official LTO website. You can accomplish this form prior to transacting your business at the LTO.) Get a queue number and wait for your number to be called.
2. When your number is called, proceed to evaluator counter and submit all the required documents and have it checked for completeness and authenticity.
3. Proceed to the Photo taking /Signature Area to have your picture and signature taken when your name is called.
4. Proceed to the Cashier when your name is called to pay the necessary fees and obtain an Official Receipt.
5. Proceed to the Releasing Counter when your name is called and present the Official Receipt and claim the Student Driver’s Permit.

Note: Closed mall licensing center - Divisoria Tutuban Center Mall LTO  Office. Pending license is now passed on to Tayuman Manila but up to now for more than 2 years, there is still no card for poor pending applicants like me.
